Functional Skills in maths and English

– supporting apprentices with Essential Skills

Recent changes to the Government’s apprenticeship rules in England* mean that mandatory Functional Skills requirements have been removed for apprentices who are aged 19+ at the start of their apprenticeship. However, 16–18-year-olds without GCSEs (or equivalent) in Maths and English will still need to complete and pass Functional Skills to fully complete their apprenticeship.

At Inspiro Learning, we remain committed to offering our apprentices the life-changing opportunity to gain Maths and English qualifications. We believe that Functional Skills are essential for everyday life, education, and the workplace. They equip individuals with the practical skills to communicate effectively, analyse information, and succeed with confidence in both their professional and personal lives.

We welcome the flexibility and choice these reforms now provide for adult apprentices and their employers. To support this, we now offer two apprenticeship routes for apprentices aged 19+:
• Enhanced Apprenticeship – Includes Functional Skills training and qualifications.
• Standard Apprenticeship – Functional Skills training is not required.

It is the employer who will decide which route is best for both the apprentice and the business.

*Essential Skills in Northern Ireland and Wales, along with Core Skills in Scotland, are not affected by the recent Government changes and remain a mandatory part of the apprenticeship frameworks in these areas for all ages.

With the increase in National Insurance (NI) contributions, it’s more important than ever to explore the benefits of hiring apprentices. As an employer, you may not need to pay Class 1 National Insurance contributions for an apprentice if they meet the following criteria:

✅ Under 25 years old
✅ Enrolled in an approved UK government apprenticeship standard or framework
✅ Earning less than £967 per week (£50,270 per year)

what is the growth and skills levy?

The Growth and Skills Levy is a charge paid by large employers in England to fund apprenticeship training and enhance workforce skills. It helps expand apprenticeship programmes for both new and existing employees. Smaller non-levy paying employers can also access these opportunities.

  • Levy Payment: Employers with a pay bill over £3 million pay 0.5% of their annual pay bill directly to HMRC.
  • Digital Account: HMRC credits employers through a digital account.
  • Funds Allocation: Employers have a 24 month rolling expiry to use these funds to pay for apprenticeship training and assessment costs.
  • Government Top-Up: Employers receive an additional 10% through their digital account.
